미국에서 손꼽히는 정치이론가인 벤저민 바버(Barber·74·사진) 메릴랜드대 공공정책대학원 교수가 한국에 왔다. 서방세계의 대(對)이슬람 정책 등 국제정치 문제에 대한 연구로 유명한 바버 교수는 빌 클린턴 전 대통령의 보좌관을 지냈다. 1996년 종족주의와 글로벌리즘의 충돌을 파헤친 저서 ‘지하드 대(vs) 맥월드’는 훗날 9·11 사태를 예견한 책으로 평가받았다.

. Introduction

The historic decision to locate the Green Climate Fund in Songdo International City in the Republic of Korea presents a remarkable opportunity to discuss the significance of significance of this commitment on the part of the international community to address environmental issues. The Asia Institute and HOBY (Hugh O’Brian Youth Leadership) Korea present an unprecedented youth climate summit that brings together the most capable and passionate high school students to debate thoughtfully the future of the environment, the significance of the Green Climate Fund and the role that youth can play, starting today, to address climate issues. The 2013 GCF Youth Climate Summit brings two Harvard Professors together with Professors from Seoul National University and Kyung Hee University for a challenging and inspiring set of exercises, lectures and debates about climate issues and the role of youth that will inspire and prepare the next generation.

 

The GCF Youth Climate Summit consists of the following activities:

 

1. Lectures

Invited lectures by outstanding experts on environmental and policy issues, culture and climate, leadership, personal development, and inspirational volunteerism that provide students with an extraordinary opportunity for direct interaction.

 

2. Leadership Dynamics

A series of activities, simulations and games designed to forge close relations between students and encourage leadership skills among participants.

 

3. Responding to Real Issues

The symposium demands that participating youth wrestle with actual issues and current policy challenges, working closely together with each other and representatives from international NGOs and the United Nations Environment Programme.

 

4. Additional activities

Youth will have the unique opportunity to engage in intense group discussions with other outstanding young people from around the world and to compete through presentations and other applied exercises.

Introduction

 

When David Petraeus resigned as CIA director afteran extramarital affair with his biographer Paula Broadwell was exposed, the problem of information security gained national attention. The public release of personal e-mails in order to impugn someone at the very heart of the American intelligence community raised awareness of e-mail privacy issues and generated a welcome debate on the need for greater safeguards. The problem of e-mail security, however, is only the tip of the iceberg of a far more serious problem involving information with which we have not started to grapple. We will face devastating existential questionsin the years ahead as human civilization enters a potentially catastrophic transformation—one driven not by the foibles of man, but rather by the exponential increase in our capability to gather, store, share, alter and fabricate information of every form, coupled with a sharp drop in the cost of doing so.Such basic issues as how we determine what is true and what is real, who controls institutions and organizations, and what has significance for us in an intellectual and spiritual sense will become increasingly problematic. The emerging challenge cannot be solved simply by updating the 1986 “Electronic Communications Privacy Act” to meet the demands of the present day;[1] it will require a rethinking of our society and culture and new, unprecedented, institutions to respond to the challenge. 중국 내몽골 다라터치의 산뜻하게 페인트칠한 농가 뒤편으로는 완만하게 이어진 낮은 구릉이 펼쳐지고, 들판에는소와 양들이 한가로이 풀을 뜯고 있다. 그러나 농가의 서쪽 방향으로 100미터 정도만 걸어가면 이런 전원적인 현실과는 동떨어진 풍경과 마주하게 된다. 바로 눈 닿는 곳까지 끝없이 펼쳐진 모래의 물결, 생명의 징후가 전무(全無)한 쿠부치 사막이다.

기후변화가 초래한 흉악한 산물인 쿠부치 사막은 지금도 800킬로미터 떨어진 베이징을 향해 가차 없이 동진(東進)하고 있다. 만약 사막의 동진을 이대로 둔다면 머지않은 장래에 중국의 수도인 베이징마저 점령당하게 될 것이다. 워싱턴에서는 아직 쿠부치 사막이 보이지 않지만, 사막의 모래는 강한 바람을 타고 베이징과 서울은 물론, 일부는 미국의 동부 해안까지 이동한다.

사막화는 인류의 삶을 심각하게 위협하고 있고 모든 대륙에서 사막은 점점 더 빠른 속도로 커지고 있다. 1970년대초기에 서아프리카 사헬 지역이 그랬듯이 미국도 1920년대 대평원에 불어 닥친 먼지폭풍(Dust Bowl)으로 엄청난생명과 재산 손실을 입었다. 그러나 기후변화는 아시아, 아프리카, 호주, 미주 전역에서 수백 만, 궁극적으로는 수십억 명의 환경 난민을 초래하는 등 사막화를 새로운 차원의 위협으로 키워 가고 있다. 말리와 부르키나파소에서는확장하는 사막으로 인해 전체 인구의 6분의 1이 이미 난민으로 전락했고, 유엔환경계획(UNEP)에 따르면 소리 없이확대되는 모래 사막으로 전 세계가 지불해야 하는 비용이 연간 420억 달러에 달한다고 한다.
