“誰も知らない北朝鮮の脅威”

私がここで述べようとする脅威とは、北朝鮮のテポドン大陸間弾道システムや北に配備されたムスダン・ミサイル、あるいはノドン・ミサイルのことではない。 また、北朝鮮の平壌における、国際社会と一旦接触するための緊張した瀬戸際の外交戦略における一つの方便としての、最近の核実験などについて言及するものでもない。
もちろん、北東アジアにおける軍備拡大競争の脅威は深刻であるが、人類はまた別の脅威に直面していて、その巨大な脅威はさらに大きな災害をもたらす可能性がある。したがって、私たちはそれに備え、戦略的な準備をはじめざるをえない。
また、その脅威は山林の乱伐と土壌の不適切な利用、無思慮な農法などの結果として生まれている北朝鮮の砂漠と半砂漠地帯のことである。かような生態学的死角地帯において、植物が生存もしくは繁殖するのはほぼ不可能である。
砂漠化が悪化するほど、このような生態学的な惨事が韓国および東アジア地域全体に深刻で取り返しのつかない影響を及ぼすことは、間違いない。
ソウル大学のキム・スンイル教授は、最近20年間、北朝鮮で100万ヘクタール以上の山林が失われ、ほぼ回復する見込みがないほどに土壌の機能が喪失させられた結果として、終わることのない洪水と干ばつが毎年起こっている、としている。

“동북아는 ‘위험한 동네’인가?”

미국 잡지들을 읽을 때마다 동북아 지역을 줄곧 ‘위험한 동네’로 표현하는 통에 깜짝 놀라곤 한다. 십중팔구 호전적인 북한이나 한•중•일 간 역사•영토 분쟁 탓에 엄청난 리스크가 수반되는 지역이란 의미가 함축돼 있으리라.
일부 기사는 이미 동북아의 위기를 자명한 진실처럼 다룬다. 예컨대 유럽의 선진국들 사이에는 다양한 형태의 지역기구가 정착돼 있다. 이와 달리 동북아는 다원주의 기반이 워낙 허약하다 보니 노골적으로 리스크가 많은 지역까진 아니어도 어딘가 미성숙한 지역이라는 인식이 깔려 있는 것이다.
나는 ‘아시아 공동사회’를 갈망하는 한국의 한 외교관을 알고 있다. 일전에 그와 차를 마시며 담소하던 중 그가 전해준 이야기는 충격적이다. 그 외교관은 최근 유럽연합(EU)의 한 외교관과 이야기를 나누던 중 동북아가 유럽 수준의 통합을 이루려면 무엇이 필요한지 조언을 구했다. 그러자 그 외교관은 퉁명스럽게도 이런 답변으로 질문자의 의표를 찔렀다. “무엇보다 유럽이 저지른 실수를 절대 되풀이하지 마세요.”
전후 유럽은 평화와 번영을 위해 과거의 갈등을 극복하고, 공동시장을 창설하고, 전 부문에서 협력의 새로운 틀을 짜려고 엄청난 노력을 기울였 다. 나 자신도 유럽이 거둔 이런 성취에 일정 부분 자부심을 느낀다. 바로 나의 어머니가 유럽의 완벽한 통합을 추진해온 룩셈부르크 출신일 뿐 아니라 우리 가족 중 일부는 실제 룩셈부르크 정부에서 오랫동안 일하기도 했다.
그러나 오늘날 유럽은 우리가 동북아에서 보는 것보다 훨씬 더 심각한 문제로 진통을 겪고 있다. 유럽 지역기구들조차 해결할 엄두도 못 내는 힘든 숙제들을 안고 있다. 그중 하나가 그리스 총선에서 새로 집권한 시리자 당이다. 시리자를 주축으로 한 그리스 연립정부는 국가부채를 둘러싸고 유럽중앙은행에 도전장을 내밀었다. 이는 유럽의 가장 약한 고리다. 서로 다른 나라들 간의 경제에 관한 근본적인 인식 차이와 이로 인한 지역연대의 균열 가능성이 노골적으로 드러난 것이다.

Mitt Romney’s Retreat and the Rise of a Post-Corporate World
Journalists across the board have failed to identify the significance of the decision of Mitt Romney not to seek the Republican nomination for president.
It is no accident that the announcement was made after the brothers David and Charles Koch held their annual winter retreat at Palm Springs on January 25 and announced their intention to spend a staggering $889 million in the 2016 election (probably a fraction of what they will actually spend). These billionaires have been deeply involved in politics for some time, but they are taking the game to a new level by inventing a form of coronation. The Brothers Koch invited three Republican candidates to the retreat to make their arguments for why he should be the candidate: Gov. Scott Walker of Wisconsin and Sens. Marco Rubio of Florida, Rand Paul of Kentucky and Ted Cruz of Texas.
The New York Times announced the decision of the previous Republican candidate Mitt Romney, who was conspicuously uninvited, just three days after the event. If you look at this New York Times article you will note that the Koch brothers are not even mentioned.
There have been jokes made that there are now three parties: the Democratic Party, the Republican Party and the Billionaire’s Party. But I fear that such comments fail to grasp the full significance of this shift in the political economy.
Interestingly, at almost the same time as the Koch gathering, the US media has closed ranks to present Hillary Clinton as the unassailable candidate for the Democratic Party. An interesting development in that many political analysts see her as a rather weak candidate and there are plenty of voters who would like to see her challenged in the primaries. Elizabeth Warren is generally tossed about as the most likely opponent, but in fact there are certainly other Democrats who think they have a shot if there is a level playing field.
Note that the Time magazine cover “Who Can Stop Hillary” came out exactly on January 27–immediately after the Koch event.
But the Koch brothers gathering and the promotion for Hillary has effectively eliminated the primary system in American politics. After all, Romney would normally drop out somewhere around the Michigan primaries, and certainly not before the primaries have even started.
Reducing primaries to a ritual is in a sense removing power from the political parties themselves. Political parties are after all made up out of people and have their own bureaucracies and their own inertia. It makes perfect sense that the Koch brothers would want their campaign to remake America start by remodeling the political party to match their own vision for the future.
The important lesson we can learn from Romney’s retreat and especially from the analysis by West and Piketty of the rising importance of inherited wealth is that the corporate model of political power, so favored by conspiracy theorists to explain the world, is rapidly changing in its nature. It is no longer corporations, organizations that are bound together by rules and codes of conduct, but rather individual billionaires and billionaire families that are directly pulling the strings in politics.
The final dénouement of this transformation may be ultimately something rather akin to feudalism. Such a system will no doubt feature a new ideology where in it is explained that these billionaires are the wisest and most just of masters for a foolish and ignorant world.
Newspapers everywhere talk about deflation and I guess I understand the argument in a general sense, but I do not believe it. Or maybe I should say that I believe that deflation and inflation can occur simultaneously. That is to say that you can have deflation in the sense that currencies increase in value relative to other currencies, or that products decrease in cost in this confused economic environment. But at the very same time that such a phenomenon takes place only in the limited sphere of economics proper. The truth is that the value of currency, the value of anything, is declining rapidly. Objects are losing all value. Institutions are losing all value. Currency for that matter is based not merely on a equation between money circulated and demand, but rather on ideology itself. In this age we are witnessing a radical inflation of institutions and beliefs that is gutting the world, and specifically the United States. Currency is but a small part of the picture. But I would argue that currency as well, yes, is subject to a radical inflation. That inflation is hidden by the association of currency with other institutions which look stable but are themselves dangerously inflated.

It is in this context that Sookmyung Women’s University and The Asia Institute will host a forum exclusively for teenagers from Korea, and throughout East Asia, in which they can gather to discuss in earnest the various issues that the world faces, and while interacting with renowned experts in related fields, come up with their own proposals for a better world for themselves and future generations. This unique event can serve as a critical moment in their lives, a stepping stone as they set forth to become global leaders. This East Asia Youth Leadership Forum is focused on the critical question of social networks.
To give thoughtful high school students first-hand experience participating in a world-class international forum, thereby allowing them to grasp the significance of international to a degree not possible in the classroom, and have an opportunity to express their opinions on important policy issues in a serious debate. To listen to lectures by world-renowned experts both online and offline, thereby gaining new insights into possible solutions to current global challenges; to actively participate in debates concerning the most recent developments into a broad range of fields from politics and economics to technology and culture. To establish an international network that includes committed students from other countries and schools throughout Asia for the purpose of building a brighter future of all. With these objectives in mind, Sookmyung Women’s University and The Asia Institute have organized this international forum for thoughtful and committed youth dedicated to making a difference. We welcome participants from inside Korea and around the world who are ready to meet this challenge. We will do our best to launch you on a successful path towards leadership in politics, economics, arts, academia, technology and diplomacy.
On-line social networks such as Facebook and Twitter have taken off at a tremendous rate around the world over the last ten year years and have evolved into a major part of the daily lives of many youth. The tremendous potential of social networks for communication, friendship and creativity attracts us. Nevertheless, much of the cooperation on social networks remains superficial and self-indulgent. The opportunities for forming networks around the world to promote deep communication and collaboration are underplayed or ignored. Oddly, youth are more likely to employ social networks to show each other photographs of cafe lattes or fat cats and dogs than to talk about how we can build a better world. In this one-day forum and workshop, youth from Korea and around the world will come together to consider the potential of on-line social networks and make creative and relevant proposals for how the full potential of this technology can be realized. The forum will include lectures by outstanding experts and also opportunities to work together with other thoughtful and capable youth to build a better world.
