The\nSpeaker shall designate one member of the select committee as its chair. A\nvacancy in the membership of the select committee shall be filled in the same\nmanner as the original appointment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(2) JURISDICTION;\nFUNCTIONS.\u2014 <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(A) LEGISLATIVE\nJURISDICTION.\u2014<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(i) The select committee shall have authority to develop a\ndetailed national, industrial, economic mobilization plan (hereinafter in this\nsection referred to as the \u201cPlan for a Green New Deal\u201d or the \u201cPlan\u201d) for the\ntransition of the United States economy to become greenhouse gas emissions\nneutral and to significantly draw down greenhouse gases from the atmosphere and\noceans and to promote economic and environmental justice and equality. In\nfurtherance of the foregoing, the Plan shall: (a) be prepared in consultation\nwith experts and leaders from business, labor, state and local governments, tribal\nnations, academia and broadly representative civil society groups and\ncommunities; (b) be driven by the federal government, in collaboration,\nco-creation and partnership with business, labor, state and local governments,\ntribal nations, research institutions and civil society groups and communities;\n(c) be executed in no longer than 10 years from the start of execution of such\nPlan; (d) provide opportunities for high income work, entrepreneurship and\ncooperative and public ownership; and (e) additionally, be responsive to, and\nin accordance with, the goals and guidelines relating to social, economic,\nracial, regional and gender-based justice and equality set forth in paragraph\n(6). <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(ii) In addition to preparing the Plan as set forth in paragraph\n(2)(A)(i), the select committee shall prepare draft legislation for the\nenactment of the Plan (hereinafter in this section referred to as the \u201cdraft\nlegislation\u201d), in accordance with this section. Such draft legislation may be\nprepared concurrently with the development of the Plan, or as the select\ncommittee may otherwise deem appropriate, provided that such finalized draft\nlegislation shall be completed in accordance with the timing set forth in\nparagraph (5)(B)(ii).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;(iii) The select\ncommittee shall not have legislative jurisdiction and shall have no authority\nto take legislative action on any bill or resolution, provided that the\nforegoing shall not affect the select committee\u2019s ability to prepare draft\nlegislation in accordance with paragraph (2)(A)(i) and (2)(A)(ii).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(B) INVESTIGATIVE\nJURISDICTION.\u2014In &nbsp;furtherance of the mandate set forth in paragraph\n(2)(A), the select committee shall have the authority to investigate, study,\nmake findings, convene experts and leaders from industry, academia, local communities,\nlabor, finance, technology and any other industry or group that the select\ncommittee deems to be a relevant resource. The select committee may, at its\ndiscretion and as its members may deem appropriate, hold public hearings in\nconnection with any aspect of its investigative functions. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(3) PROCEDURE.\u2014<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(A) Except as specified in paragraph (2), the select committee\nshall have the authorities and responsibilities of, and shall be subject to the\nsame limitations and restrictions as, a standing committee of the House, and\nshall be deemed a committee of the House for all purposes of law or rule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(B)(i) Rules [to be confirmed by reference to overall House\nRules package] (Organization of Committees) and [to be confirmed by reference\nto overall House Rules package] (Procedures of Committees and Unfinished\nBusiness) shall apply to the select committee where not inconsistent with this\nresolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(ii) Service on the select committee shall not count against the\nlimitations on committee or subcommittee service in Rule [to be confirmed by\nreference to overall House Rules package] (Organization of Committees).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(4) FUNDING.\u2014To\nenable the select committee to carry out the purposes of this section\u2014<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(A) The select committee may use the services of staff of the\nHouse and may, at its discretion and as its members may deem appropriate, use\nthe services of external consultants or experts in furtherance of its mandate; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(B) The select committee shall be eligible for interim funding\npursuant to clause [to be confirmed by reference to overall House Rules\npackage] of Rule [to be confirmed by reference to overall House Rules package]\n(Interim Funding &#8211; Organization of Committees); and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(C) Without limiting the foregoing, the select committee may, at\nany time and from time to time during the course of its mandate, apply to the\nHouse for an additional, dedicated budget to carry out its mandate. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(5) INTERIM REPORTING;\nSUBMISSION OF THE PLAN FOR A GREEN NEW DEAL; SUBMISSION OF DRAFT LEGISLATION\u2014<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(A) The select committee may report to the House &nbsp;or any\nHouse Committee it deems appropriate from time to time the results of its\ninvestigations and studies, together with such detailed findings and interim\nrecommendations or proposed Plan or draft legislation (or portion thereof) as\nit may deem advisable. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(B) (i) The select committee shall complete the Plan for a Green\nNew Deal by a date no later than January 1, 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(ii) The select committee shall complete the finalized draft\nlegislation by a date no later than the date that is 90 calendar days after the\nselect committee has completed the Plan in accordance with paragraph (5)(B)(i)\nand, in any event, no later than March 1, 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(iii) The select committee shall ensure and procure that the\nPlan and the draft legislation prepared in accordance with this section shall,\nupon completion in accordance with paragraphs (5)(B)(i) and (ii), be made\navailable to the general public in widely accessible formats (including,\nwithout limitation, via at least one dedicated website and a print publication)\nby a date no later than 30 calendar days following the respective dates for\ncompletion set forth in paragraphs (5)(B)(i) and (ii). <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(6) SCOPE OF THE PLAN FOR A GREEN NEW DEAL AND THE DRAFT\nLEGISLATION.\u2014<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(A) The Plan for a Green New Deal (and the draft legislation)\nshall be developed with the objective of reaching the following outcomes within\nthe target window of 10 years from the start of execution of the Plan: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(B) The Plan for a Green\nNew Deal (and the draft legislation) shall recognize that a national,\nindustrial, economic mobilization of this scope and scale is a historic\nopportunity to virtually eliminate poverty in the United States and to make\nprosperity, wealth and economic security available to everyone participating in\nthe transformation. In furtherance of the foregoing, the Plan (and the draft\nlegislation) shall: <\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><ol><li>including by ensuring that local\nimplementation of the transition is led from the community level and by\nprioritizing solutions that end the harms faced by front-line communities from\nclimate change and environmental pollution; <\/li><\/ol><\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">(C) The Plan for a Green New Deal (and the draft legislation)\nshall recognize that innovative public and other financing structures are a\ncrucial component in achieving and furthering the goals and guidelines relating to social, economic, racial,\nregional and gender-based justice and equality and cooperative and public ownership set forth in paragraphs (2)(A)(i) and (6)(B). The Plan (and the\ndraft legislation) shall, accordingly, ensure that the majority of financing of\nthe Plan shall be\naccomplished by the federal government, using a combination of the Federal\nReserve, a new public bank or system of regional and specialized public banks,\npublic venture funds and such other vehicles or structures that the select\ncommittee deems appropriate, in order to ensure that interest and other\ninvestment returns generated from public investments &nbsp;made in connection\nwith the Plan will be returned to the treasury, reduce taxpayer burden and\nallow for more investment. <\/p>\n\n\n\n<hr class=\"wp-block-separator\" \/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>FREQUENTLY ASKED QUESTIONS<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why\ndo we need a sweeping Green New Deal investment program? Why can\u2019t we just rely\non regulations and taxes alone, such as a carbon tax or an eventual ban on\nfossil fuels? &nbsp;<br>\n<br>\n<br>\n<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why\nshould the government have a big role in driving and making any required\ninvestments? Why not just incentivize the private sector to invest through, for\ne.g., tax subsidies and such?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How\nwill the government pay for these investments?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why\ndo we need a select committee? We already have committees with jurisdiction\nover the subject matter e.g. Energy and Commerce, Natural Resources and\nScience, Space and Technology. &nbsp;Just creating another committee seems\nunnecessary. <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why\nshould we not be satisfied with the same approach the &nbsp;previous select\ncommittee used (i.e. the Select Committee on Energy Independence and Global\nWarming)? Why do we need a new approach? <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why\ndoes this new select committee need to prepare draft legislation? &nbsp;Isn\u2019t\ninvestigation, hearings, briefings and reporting enough? <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What\u2019s\nan example of a select committee with abilities to prepare legislation? Does\nthe new Select Committee For A Green New Deal seem to fit on that list?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Doesn\u2019t\nthis select committee take away jurisdictional power from the other (standing\ni.e. permanent) committees that have jurisdiction over at least part of the\nissue? <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>But\na select committee only exists for the congressional session that created it!\nSo even if this select committee prepares legislation, it likely won\u2019t get\npassed in this session by a Republican-held Senate and White House, so why does\nhaving a select committee now even matter? <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>\n<strong>What\u2019s wrong with the other\nproposed legislation on climate change? Can\u2019t we just pass one of the other\nclimate bills that have been introduced in the past?
