This was the first time I have had a chance to engage in such\u00a0a broad engagement with Japanese scholars, diplomats, politicians and ordinary citizens in the last 14 years. I was deeply impressed\u00a0by the sincerity I saw in the efforts\u00a0of the people I met and by the rising concern among ordinary citizens about how the foreign policy of Japan has been hijacked by a small group of special interests whose agenda is increasingly narrow and, mimicking the United States, is\u00a0increasingly drawn\u00a0to\u00a0military\u00a0solutions for\u00a0all problems.<\/p>\n<p>My first talk hosted by the\u00a0New Diplomacy Initiative (<a href=\"http:\/\/www.nd-initiative.org\/\">\u65b0\u5916\u4ea4\u30a4\u30cb\u30b7\u30a2\u30c6\u30a3\u30d6<\/a>) \uff08March 4, 2016) in Tokyo at the National Assembly. The topic was &#8220;Towards a new comprehensive framework for arms limitations: The United States and Security in East Asia&#8221;\u300c\u7c73\u56fd\u3068\u6771\u30a2\u30b8\u30a2\u306e\u5b89\u5168\u4fdd\u969c\u3000\u2015\u5305\u62ec\u7684\u306a\u8ecd\u7e2e\u306e\u67a0\u7d44\u307f\u306b\u5411\u3051\u3066\u2015\u300d. The discussion was led by the founder of the New Diplomacy Initiative, Ms. Saruta Sayo \u733f\u7530 \u4f50\u4e16. Ms. Saruta is an international lawyer who has dedicated herself to exploring new prospects for an integrated and innovative approach to diplomacy in Japan which takes into account the overlap between security, trade, diplomacy and nonproliferation. The topic was &#8220;An international perspective on Japan&#8217;s Article Nine: The challenges for Japan of the 21st century and the road forward towards trust building&#8221; \u00a0<strong>&#8220;\u65e5\u672c\u306e<\/strong><strong>21<\/strong><strong>\u4e16\u7d00\u306e\u65b0\u305f\u306a\u6311\u6226\u3068\u4fe1\u983c\u3078\u306e\u9053<\/strong><strong>&#8211;<\/strong><strong>\u4e16\u754c\u304b\u3089\u898b\u305f\u61b2\u6cd5\u4e5d\u6761<\/strong><strong>&#8220;<\/strong><\/p>\n<p>The audience numbered\u00a0about eighty people and included many NGO activists concerned about the creeping militarization of Japan. My talk about the realistic need for the peace constitution was rather short and followed by remarks by former national diet member Hattori Ryoichi \u670d\u90e8\u826f\u4e00and Dr. Matsuhisa Hiroshi \u677e\u4e45\u5bdb, the founder of &#8220;Research Project for\u00a0a Reduced Society&#8221; (Shukusho shakai kenkyukai <a href=\"http:\/\/shukusho.org\/\">\u7e2e\u5c0f\u793e\u4f1a\u7814\u7a76\u4f1a<\/a>) . Most of the time was dedicated to an open discussion of the future of security in Japan.<\/p>\n<p>The final talk on Sunday\u00a0(March 6, 2016) was held in Osaka. I made comments following\u00a0a talk delivered by \u00a0Ambassador\u00a0Magosaki Ukeru (\u5b6b\u5d0e\u4eab)\u00a0former director of international intelligence for the Japanese Foreign Ministry and former professor at the Japanese National Defense University\uff08\u5143\u5916\u52d9\u7701\u56fd\u969b\u60c5\u5831\u5c40\u9577\u3001\u5143\u9632\u885b\u5927\u5b66\u6821\u6559\u6388\uff09.<\/p>\n<p>Ambassador Magosaki spoke frankly about the increasingly dangerous environment in East Asia and the lack of accountability that has resulted from the embrace of the ambiguous term &#8220;collective self defense&#8221; (\u96c6\u56e3\u7684\u81ea\u885b\u6a29) by the Japanese government.<\/p>\n<p>I offered my perspectives in the role of the United States in this dangerous development and offered a few proposals for how we can achieve a stable peaceful environment that is built on\u00a0a comprehensive security architecture that includes both China and the United States. The event was sponsored by &#8220;Committee of 1000 to Stop War&#8221;\u00a0<span style=\"line-height:1.5;\">\u300c<a href=\"http:\/\/www.anti-war.info\/\">\u6226\u4e89\u3092\u3055\u305b\u306a\u30441000\u4eba\u59d4\u54e1\u4f1a<\/a>\u300d, &#8220;East Asian Youth Exchange Project&#8221;\u00a0<\/span>\u300c<a href=\"http:\/\/easiapt.jimdo.com\/\">\u6771\u30a2\u30b8\u30a2\u9752\u5e74\u4ea4\u6d41PJ<\/a>\u300d and &#8220;Research Project for\u00a0a Reduced Society&#8221; (<a
